Board of Educational Lands and Funds (BELF): a five-member constitutional board under Neb. Const. art. VII, § 6, implemented at Neb. Rev. Stat. § 72-201. Since LB 1023 (1972) the members are appointed by the Governor and confirmed by the Legislature — four by district, one at large — replacing the earlier ex officio board of the Governor, Secretary of State, State Treasurer, Attorney General and Commissioner of Education. The Nebraska Investment Council (statutory) manages the Permanent School Fund corpus's investment program.
