A History of the Irreducible School Fund in Oregon

Why this work matters

Hawk's 1949 dissertation is the most thorough single-author treatment of Oregon's Common School Fund — what the Oregon Constitution and the 1859 Admissions Act called the "irreducible" fund. The work covers federal and state land policy, federal and state administration of the lands, the development of the irreducible school fund itself, and the fund's condition as of the late 1940s.

The project's Oregon substrate cites Hawk repeatedly. Where the library's Oregon dossier needs to anchor a claim about pre-1950 Oregon school-fund administration to a single secondary source, Hawk is usually the source.

About the digitization and OCR

The PDF held by this library is a 2018 digitization of the original 1949 typewritten dissertation. The scan is high-resolution but the typewriter face, paper aging, and photocopy generation make OCR brittle. A .txt companion exists in the project's primary-source archive and can be searched with care, but quoted passages should always be verified against the PDF image rather than the OCR text.
